Guatemala's first left-leaning president in 53 years.
GUATEMALA CITY -- President Alvaro Colom fired his defense minister and Guatemala's entire military high command in a move he described as "necessary" for his government.
The changes are meant to "harmonize, strengthen and develop" the relationship between his adminstration and the armed forces, Colom told a hastily arranged press conference at the president palace.
The president began by announcing that Gen. Abraham Valenzuela Gonzalez would succeed Gen. Marco Tulio Garcia Franco as defense minister.
He named Vice Adm. Roberto Campos as Valenzuela's deputy and Gen. Juan Jose Ruiz as chief of the general defense staff.
Colom stressed that the overhaul was not the result of any kind of insubordination on the part of the dismissed officers. The armed forces, he said, "are an apolitical, obedient and non-deliberating institution, maintaining their complete subordination to the civilian power."
The president said the military will continue its modernization process and remains committed to fully complying with the terms of the 1996 peace accords that ended more than three decades of civil war in Guatemala, a conflict that cost some 200,000 lives.
This is the first major defense shake-up since Colom, a social democrat, took office in January.
Colom was obliged several months ago to fire the chief of presidential security after that official was implicated in the planting of bugs and video camaras in the president's office and residence.
